All money generated from the new homes is to be re-invested directly into the estate, with proposals for refurbishing the Arncliffe Centre and improving Burnsall Road park at the heart of this. The proposals aim to balance a number of considerations, including local housing demand, local authority requirements, and site constraints. The number of 3-and-4-bedroom homes proposed demonstrates that this is not about cramming homes in, but delivering affordable housing that is needed locally. The homes have all been designed to modern space standards and will be of the highest quality in terms of energy performance, materials, appearance and internal layouts. Planning Applications Submitted

Thank you to everyone who has taken the time to read through our proposals and give us your thoughts. We want to assure you that we are looking at each and every comment and taking all of your feedback very seriously. A number of similar comments have been raised by different people so we wanted to provide an update to respond to these concerns. Please see responses to these Frequently Asked Questions, below: 1.	We are concerned about the impact of these proposals on parking on the estate. How will the plans take into account parking requirements? A number of residents have raised concerns about the impact of our proposals on parking in the area. We are carefully considering parking demand and opportunities to introduce more parking as part of our proposals. This work will lead to more parking spaces across the estate, not fewer. On Sherburn Road, the proposal is for all new properties to have on-plot and/or dedicated parking and therefore would not contribute to the existing parking issues. In addition, we are proposing the creation of a new parking area on Sherburn Road that will provide 17 new parking spaces. We are also exploring opportunities to introduce verge parking along Sherburn Road to alleviate any parking pressures. On Hanson Road, we are proposing significant additional parking to mitigate the impact on existing residents. This includes 4 on-plot parking spaces for the new houses on Reins Road, 8 new spaces using grass verges on Reins Road, and 21 new communal parking spaces on the site. In all, this would see the introduction of 33 new parking spaces for existing and new residents, with new verge and on-plot parking taking cars away from the roadside and improving the flow of traffic. Please be assured that we intend to keep working closely with affected residents to ensure that the proposals do not negatively impact them. We will continue to explore all opportunities for additional parking spaces on sites to minimise the impact of new homes. 2.	Will there still be access to rear of Sherburn Road properties? Yes. Access to the rear of Sherburn Road properties will be retained, with pedestrian access down the side of the new properties once complete. 3.	Who are these homes for? Will they be affordable? Creating modern homes that are affordable for the community is central to what we’re doing. All of the homes will be owned, managed and let by Together Housing Association for Affordable Rent. This means that those on the social housing register will be able to apply for the properties using the choice based lettings system. These homes will help reduce housing pressure for those most in need, including families and people of all ages. 4.	Impact of new homes on the traffic on local roads. Suggestions to introduce road calming measures. We’re taking our role in this seriously and, as part of our planning application to the council, we will be seeking permission to introduce on street parking bays at key areas, to reduce the impact of parking and traffic on pedestrians and other cars. As part of our planning applications to the Council, we have assessed the impact of new homes on traffic flows and believe it will have minimal impact on traffic in the area. We will also raise the concerns about speeding on the estate with the council, however, it would be their responsibility to make changes to the road to reduce speeds around the estate. 5.	Impact of new homes on natural light and privacy at Hanson Road and Arncliffe Crescent. We have assessed the impact of the proposals on natural light into existing properties and are confident that our proposals will not block or otherwise impair access to natural light for existing residents. All homes have been designed to ensure privacy both for new and existing residents, with minimal overlooking. 6.	Impact on the green space at Hanson Road. The proposals will improve the green space here for everyone. The current green space off Hanson Road is poorly designed, maintained and landscaped. Through our consultation with residents, it has been made clear to us that most residents do not currently use this area. As part of our proposals, we will be improving the landscape at the site, making it more attractive and appealing to use. This will mean that, whilst the overall amount of green space will decrease, the space available will be more accessible and much more usable for residents, with everyone able to enjoy it. This will provide a better quality, safer, tidier and more useable environment for existing and new residents to enjoy. 7.	Impact of proposals on the green space between Burnsall Road and Malham Road. There will be more useable green space here through our proposals. The proposals do impact on the existing green space at Burnsall Road, however, the incursion is minor and additional space will be freed up through the demolition of garages either side of the existing green space. In addition, we will also be upgrading the existing green space, making it a nicer place to rest and play with new features, more planting and updated amenities. 8.	The properties proposed seem small, are you trying to cram in as many as possible for profit? These properties will be bigger than many on the estate. The internal size of the new properties meet or exceed Nationally Designated Space Standards, which are already set at a level that is larger than most properties built across the estate. The properties are a variety of sizes, types and layouts to meet the needs of new residents, give variety to those in need of housing, and ensure new properties do not negatively impact existing properties. Together Housing, as a social housing provider and a registered charity, will not profit from these proposals. Any additional value generated is due to be invested in the rest of the estate as part of Placeshaping works, such as the proposals to upgrade Burnsall Road park. The mix of properties aims to balance a number of considerations, including local housing demand, local authority requirements, and site constraints. With these proposals we have proposed a significant proportion of larger family homes as we are aware that there is demand for this in the area. If this was just about profit, we would be proposing far more smaller homes and the proposals would not include the additional Placeshaping works. 9.	Maintenance of new areas. Together Housing will be responsible for managing the upgraded green spaces. Before any decisions are taken to progress with plans, maintenance and management plans will be developed with Together Housing to ensure the sustainability of the new spaces. 10.	Can more family homes be provided? We recognise the need for more family homes and our proposals aim to address this. We will be providing additional four-bedroom homes on the estate, and introducing more three-beds, increasing proportion of three and four-bedroom homes on the estate. However, we also recognise that there is still significant demand for high-quality smaller homes – with over 60% of all applications made to Together Housing being for 1- and 2-bedroom homes. Therefore, it is important that we also provide smaller homes for these people. A balanced mix of new homes, carefully located in relation to existing properties, aims to address both of these issues. 11.	There are no new homes needed in the area. The evidence is clear that appropriate new homes are needed to address housing need in the area. Calderdale Council’s Housing Strategy (2021) identifies the need for almost 1,000 new properties to be built every year. While we know not everyone will agree with this, there are over 8,000 people on Calderdale’s Key Choice housing register, with properties let by Together Housing meeting a significant proportion of this need. These new homes will be let as affordable rent homes to those in need on the housing register. You may have seen recent news stories highlighting alarming rises in homelessness and housing need, also impacted by the increases in the cost of living. Delivering genuinely affordable housing is the only way to deal with these issues, take pressure off other services, and help people lift themselves out of difficult situations. 12.	This is all about profit. No profit is made by Together Housing from our Placeshaping work. Together Housing Association are a not-for-profit housing association and landlord. All surpluses generated are re-invested in existing homes and associated infrastructure. The purpose of Placeshaping is to generate value that can be spent locally, uplifting a whole area through investment. By building new, much needed homes, Together Housing will generate value through rental income which is then to be spent on the whole Field Lane estate. This is how the Placeshaping interventions – into green spaces, community centres, parking and more – will be funded. Without new homes, we can’t invest in communities. The mix of properties aims to balance a number of considerations, including local housing demand, local authority requirements, and site constraints. We hope that the above information addresses the concerns some of you may have. We will continue to monitor feedback and develop the proposals accordingly. Since June 2023, Together Housing Association and their partners, Place Capital Group. have been engaging with residents and stakeholders to gather insights and feedback on proposals to deliver investment and new homes via a programme of ‘Placeshaping’ across the Field Lane estate in Rastrick. Since our last update in August 2023, we have been listening and reflecting on the feedback we have received. As a result, we have made some changes to our proposals and want local people to tell us their thoughts once more.
